Of the total admissions (one crore) in higher education institutes in the country, 16% are from the SC/ST category. In IIMs, only 16.45% seats are filled by SC/ST students. In IITs, the percentage is about 18. Over 73% of SC students and 79% of ST students drop out from schools by the time they reach Class X. The dropout rate for general category students is about 52%.
A FICCI study points out that 40% SC and 60% ST vacancies remain unfilled in vocational institutes.
Performance barometer
Quota helps students secure seat, not degree.
At IIM-Lucknow in 2004-05, large number of quota students fail to clear PG programme I (PGP-I).
At GSVM Medical College, Kanpur, 50% admitted under quota flunk in 2006, 35% get grace marks.
60% quota students fail to clear BSc exam, 50% BCom and 40% BA under Allahabad University.
20-30% of reserved category students are average or above average, say BHU faculty.
Extra time: In BHU, general students study for 4 years for BTech degree. SC/ST students for 5 years, including 1 year preparatory class.

49.06% of SC population are agricultural labourers as compared to 32.69% for ST and 19.66% for others.
40% child labour comes from Scheduled Castes.
